On Prem Contact Card Performance Issues

Hello, I am running into some issues when trying to get the Contact Card inside of M365 to run. We are an On-prem environment and we have recently upgraded from 2016 to M365 2202 Semi-Annual channel. We have noticed when opening the contact card in 2016, there is zero delay, and it is extremely fast. When running glasswire, it doesn't appear to be going out to the web at all when gathering the data.

The issue is with M365 2202. When clicking on the Contact Card, there is a significant delay, and using glasswire, I can see that it is constantly checking the Exchange server, sending and receiving about 5mb of data every 15 seconds. This freezes Outlook and can cause it to crash. Please note, that both M365 and 2016 are running in Cached Exchange Mode. Group policy wise, they are using the exact same settings.

I have tried a repair/complete reset of M365, deleting and recreating the .ost and profile.
I have tried this on a performance machine, and am seeing the same results. Hardware does not matter.
This is happening for a majority of my end users who are now utilizing M365.
We do not download an offline version of the GAL, but we didn't do that in 2016 either.
I have tried disabling all add-ins and turning off all settings that I could possibly find.
I have tried enabling the Legacy GAL, turning on the registry found at hklm:\software\policies\microsoft\office\16.0\common\contactcard
My mailbox is hosted on prem, NOT in the cloud

I am currently stuck on what this is, and any guidance would be very appreciated.
