I have applied Block internet search results from Spotlight as below on ipad that enrolled from automated using ABM, How to validate this setting applied on device and where to check in device this setting in device.

Honestly, I don't have iPad ADE enrollment device. Please try to check Settings > Siri & Search > show in Spotlight. And click on some browser apps in the same page and check if there is any change of the settings under "While searching".
