You need to add a fully licensed user with that new domain as their Primary domain. Once you have done that you will be able to add the SBC.
Once you have added the SBC you can remove the user.

Please i need your help on this issue.
We are getting error as below: We can't use the "sbc.algurgxxxx.com" domain as it hasn't been setup in the organization.
We have set up "algurgxxxx.com" and tested with mail flow with a test account.
But we are unable to configure the Direct Routing.
Does anyone have an idea how to go about it

Assume you want to use a new domain name. For example, your tenant has contoso.com as a domain name registered in your tenant, and you want to use sbc1.sip.contoso.com. Before you can pair an SBC with the name sbc1.sip.contoso.com, you must register the domain name sip.contoso.com in Domains in your tenant. If you try pairing an SBC with sbc1.sip.contoso.com before registering the domain name, you will get the following error: "Cannot use the "sbc1.sip.contoso.com" domain as it was not configured for this tenant."
Please registered this domain sbc.algurgxxx.com in your tenant.
