We have the acute problem that dynamic distribution groups can no longer be administered in the usual form.

It is possible to create dynamic distribution lists in the Exchange admin center, but very few attributes are available for rule creation.

Essential attributes such as City, JobTitle or Office.

Previously, the attributes could be maintained via Azure AD. Unfortunately, dynamic distributors created via EAC no longer receive an Azure AD object.

What is the intended process for creating and administering dynamic groups?

Dynamic DGs are Exchange-only object, they are not represented in Azure AD and have never been manageable therein. Perhaps you're confusing them with Azure AD Groups with dynamic membership?
In any case, the UI has always presented a limited set of properties to configure a dynamic DG filter, PowerShell and the set of *-DynamicDistributionGroup cmdlets is what you should be using instead.
