Azure login issue - stuck on more information required page

I am trying to login to portal.azure.com and I get to a login page which tells me More Information Required. When I click Continue, the page just hangs. In my previous session, I had responded to a dialog which suggested I improved security using security defaults (presumably with MFA) and I agreed but nothing further came up. Now I can't login.

    @David Tolson clear any browser cookies you have for portal.azure.com. The account (either MSA or work) you used to sign into the portal, verify any additional security settings such as MFA. Even though you agreed, no additional settings should have been applied because you have to opt-in to which additional security you elect.

    I have tried all the suggestions. None have resolved my Azure portal login issue. MFA is not turned on. Upon receiving invoices I discovered I have my Azure hosted VM and steaming endpoint running which need to be turned off. I have been running up a large bill for something I do not want or need. Can these charges be refunded? Whatever the answer to this question, I need a solution. Is there someone I can talk to via phone and get this done ASAP?
