Web server provide Root cert

Some web server must start with full cert chain,
if i bundle with a untrusted root CA,
when client request, server provides a untrusted root CA,
will client trust it?

    Q2, for windows environment
    if local cert store have a trusted root CA, and web server provides another trusted Root CA, it makes 2 cert train,
    which one will it have high priority? shortest chain? longest vaild date one? local? server provide?
