Can't Live Migrate VM when it is started but I can move it when it is stopped.

We have a Hyper-V Cluster with 6 Windows 2016 nodes. Recently, we removed one node from the cluster. We created a new one and add it to the cluster with the same name.
When the new node added, we can't Live Migrate any vm to it. But, if we stop the vm then we can move it to the new node. After that, the vm can Live Migrate to any node in the cluster including the new one. Trying Live Migration with another VM fails for the new node.
We have checked Virtual Switches configuration and they are all alike. Cluster Validation passes with few warnings which I suppose are not related to the issue. All nodes are in the same Update Level.
Any thoughts on how to bypass this issue?

    Hello there,

    May be you can have a check on the basic checklist for troubleshooting.

    Check the hosts are at the same level of patching and whether they can update to the latest rollup.

    Update the BIOS, firmware and third party drivers.

    Check whether the virtual machines have the latest matching integration services.

    Check whether the migration is authorized on each side.

    Check whether the protocol used is identical on each side.

    Check whether the TCP Port 6600 and 3343 (for clustering) are listening on both sides.
