Need to protect Uninstallation of SCCM Client with password on machines having local admin access

Requirement : user having local admin access on their machines will have to put password to uninstall the SCCM Client on a machine.

    There is no built-in path to do this today. The best you can do reinstall after they remove although the real and best answer here is to not allow your users to be local admins in the first place as this just invites users to do whatever they please to the system -- even if we added a password, a local admin, with a little effort can side-step this (I've done it for other products that attempt to use a password).

    You can certainly request this as a feature using the in-console feedback system (file a frown), but the best answer is, as noted, remove admin permissions from users.
