No, you would need an operating system of some sort to reply to icmp.
I don't believe resources like Azure firewall and waf can be monitored using icmp.
The Recommended method for monitoring Azure resources is Azure Monitor.

Hi..
currently we monitor path from on-prem to the azure by doing ICMP from our network monitoring tools to one of virtual machine in azure, and now i want to change to doing ICMP on other resource.
Can i know if in azure there are any resource which can reply ICMP with very small cost?
