I understand you're exporting user credentials to Azure AD B2C through PowerShell and would like to know the Azure AD B2C service limits and restrictions, when it comes to how many users you can migrate at once to B2C. I reached out to my team on this issue and based off our Bulk create users in Azure Active Directory documentation, it seems like the limit is 50k users/per hour - each bulk activity to create users can run for up to one hour, enabling bulk creation of at least 50,000 users per hour
