Could you try using the forwarding rules in outlook to see if the same problem occurs? You could create separate rules in the following two places to test.
Prevent forwarding of spam/phishing emails
Hi,
We have a custom domain registered with Microsoft where most of our users are located (e.g domain.com).
In addition to this, we have a few users on Google (Gsuite) where we registered a subdomain (gsuite.domain.com).
To allow our users on Gmail to receive emails, we have registered them on Google and we have also assigned them Microsoft E5 licenses.
Automatic forwarding is enabled to forward all emails for these users to Google.
My question is why the emails are forwarded and delivered to Gmail, in spite of EOP classifying it as quarantine.
It looks like the EOP policies are not applied on forwarded emails. I would like to know I can configure it so that quarantined mails are not forwarded.
The image below shows that the email is classified as quarantined, but then still forwarded to Gmail.

2) click on <Mail>
3) click on <Rules>
4) Set the Rule to apply all messages to be forwarded to the desired address
