Is it possible to restore a VM directly to another region using Azure backupCenter ?
I need to restore a VM to a region different than the original region of the backuped VM

yes this is possible, however it must be a paired region - see conditions here:

If i understand, Cross region restore is supported only if the recovery service vault is configured with ZRS or CRR redundancy
Do you know how can i verify what redundancy is configured on my vault?

So, cross region restore is supported once enabled on a vault with GRS redundancy
Do you have any idea how it works? does Azure backup copy the restore points to the secundary region or something like that once the backup is finished?

If you are using Cross-region-restore (CRR) option, you can restore Azure VMs in the secondary region, which is an Azure paired region.
To answer your question - How it works?
Azure replicates your data from primary region to secondary region through cross-region replication. For more information refer to this URL - https://learn.microsoft.com/en-us/azure/reliability/cross-region-replication-azure#cross-region-replication
FYI: Prior to CRR, the backup is made be available in the secondary region only when Azure declares the primary region as not available (disaster), meaning the backed-up data availability in the secondary region is controlled by Azure. With CRR, Azure backup leverages Read-Access Geo-Redundant storage (RA-GRS) to support restore in the secondary region at any time, granting control to the customer to restore their virtual machines to the secondary region at will.
