multiple vmss can have single autoscale rule?

Is there any way we can set the one autoscale rule for multiple VMSS

It is not possible to create one auto scale rule setting for multiple VMSS. Because auto scale rule can only be configured on resource level not on resource group or Subscription level.

However, you can manage the auto scale settings of each VMSS from Monitor-->Auto scale from Azure Portal as shown in below image

As mentioned previously by Ramya, your ask is not possible. The custom autoscale rule set on one scale set can only be set on that one and cannot apply to others. You will have to set up the autoscale rule for each vmss.
