Looking to create VM to demonstrate highly customized (VBA & C) MS Excel system

Question

Would like to run MS Excel on Azure to allow users access to a customized Excel workbook environment. Users would use machine during working hours and we might demo this multiworkbook system on certain occasions. What is best way to configure VM for only Excel for limited hours? Thanks
