I am trying to install visual studio 2013 on my windows 10 but I can't run vs_ultimate.exe from the ISO image file even if i mount or extract it with winRar still have the same problem.
I see this 
window for 1 second and then it disappear and nothing happen and I don't see any error-screen
I've checked all the services related to vs and windows installer ..also checked the .Net framework version and tried another versions of vs
have anyone faced the same problem ?

Hello, do you have any anti-virus software or group policy on your pc? If so, please temporarily disable them and run VS2013 as administrator.
By the way, the VS2013 is an old version and I suggest you install and use the newer version of Visual Studio.
From MSDN : vs2013-sysrequirements-vs,
Windows 10 does not seem supported for VS 2013 (while it is for 2015 for example)
