Cannot join in Microsoft 365 Development Program due to Mobile Phone number failed security checks

Dears,

I am trying to join in Microsoft 365 Development Program but I cannot finish all setup steps. It stopped at the step "Add phone number for security".
Although I have entered correctly my mobile number, but it always said that:

Your phone number did not pass security checks.
