For Via workflows - using items in one list to create items in another list is possible before both sites. Of course, the flow is the same as what you said in subsites. As long as the process creator has sufficient permissions on both sites.
Regarding the second point, unfortunately, there is currently no way to achieve it.
It is recommended that you link all the lists you need to search to a hub site.

Query Lists Between Hub Sites

With subsites, you could only interact between lists within the same subsite. Example: Via workflow - use an entry in one list to create an item in another list. Is this true with hub sites as well, or can I have a new list item in the HR hub create a new list item in the IT hub? Example: New hire entry in HR creates a new item in the Mobile Devices list under IT.
Also, if I have data in various lists in various hub sites can I query it to pull up all related info? Example: Find all devices, software, etc. for a single employee spread across multiple lists/hub sites.
