Are you using Teams for Education? If this problem is related to Teams for Education, due to limitations of the test environment, which we do not support. The following suggestion only for your reference.
Does anyone else have the same problem in your organization?
Do you have the same problem with using a web client?
This could be related to the permissions set by the owner/admin of the team. Have you tried to let another owner change your account to member -> mute then unmute you -> wait for a while and change you back to owner? For some permission issues can be fixed by updating account role.
