Lost all permission to change anything on my laptop, how to go back?

I turned myself into a guest account, by changing my status from administrator to device owner. Now I can't change anything, not even reset windows, not change account, not run /netplwiz. To everything it says I have to log in as administrator, but there's no administrator now that I'm guest

    1) Press Shift and Restart from the power icon (together)
    2) Select Troubleshoot.
    3) Go to Advanced Options.
    4) Select Command Prompt.
    5) Type "net user Administrator /active:yes"
    6) Hit Enter.
