    I don't particularly understand the chart in your picture. You can refer to this link to see which chart type can meet your requirements: chart-types-report-builder-and-ssrs.
    If you want to use a KPI, you can refer to this link: tutorial-adding-a-kpi-to-your-report-report-builder.

    Not really AFAIK. You are limited by what the chart control allows (and ultimately what the renderer can support). You can refer to what is possible in the documentation for the chart control.
