Enterprise Skills Initiative Eligibility

Question

How does our company become eligible for the ESI program? I have tried sending a request for information to techskillssupport@microsoft.com but it comes back undeliverable. I cannot log into the ESI support portal because I cannot sign in with my work address. Message received: "Sorry, this email address is not eligible for the Enterprise Skills Initiative." I am struggling to find any valid documentation online to understand how to enroll or become eligible for the ESI program.
