SharePoint 2019 Central Administration page blank

I'm building a SharePoint 2019 on-prem test server on Windows Server 2019. I installed the latest CUs, with no errors, but when I open the central administration page, it's blank. You can move the mouse around in the page and the pointer changes to a hand whenever you're over a link. The browser is MS Edge.

Any ideas?

    Important: It is required to install both fixes (language dependent and independent) to fully patch a SharePoint server.
