Shadow error access is denied windows 11 Pro

I have a 5 laptop run win 11 pro on one local group, I want to shadow the lap top i did all the requirement for GPE & run the command mstsc /v: 192.168.1.50 /shadow:1 /noconsentprompt /control, still get the massege ( shadow erroe access denied).

any feed back how to make it works.
