Gsuite SAML user - provision again

We've setup SAML for O365 from our Gsuite account and it appears to be working okay. Then a user all of a sudden doesn't have their account licensed even though we have him setup for it. I then deleted an account thinking it would be recreated per the auto-provision, but it didn't. How can I have him re-provisioned from Gsuite? I can't manually create his account using our primary domain name, but I can using our onmicrosoft.com domain name. This isn't idea, but is currently our work around. Thanks for your help.
