Unable to change AD password

after installing KB5020044 we are unable to change the password of AD users.
the given error is "Insufficient ressources to finish the asked service"
even after uninstalling the KB the error stays.
after installing the KB5021255 there was no improvement
has anyone else been experiencing this issue
