DHCP option issue

Hello,
the DHCP on my windows server don't send the option i've added. I have a windows server 2019 running on VMware workstation with the DHCP role installed only, i created a scope and set router and DNS. The client is a windows 10 pro also running in VMware. The client receive an ip from the scope with the correct router and DNS but when i add an option following this guide:

My issue is that the option is not sended to the client in the ACK package when i use wireshark.
I also tried to setup a dhcp on a fortigate and create a custom option and the option appeared in the ACK package.
I'm very new to windows server and wasn't able to find any answer.
