WiFi before User-Login not working, but after

Hi,
We have an issue with the wifi connection on our devices AD joined devices. The devices can not establish a new WiFi connection from the logon screen to allow VPN before Login at home.
After the User logs in everything works as expected.

We found out, that the wifi used before the computer joined the domain is still working as well, as the wifi configured via group policies.
What is not working are new, unknown works e.g. at home. The connection dialog always tells "Unable to connect to the network" and returns to the overview of available networks.

The devices we used for testing is a brand new surface studio laptop with a fresh windows 10 installation und must current updates.

Unfortunately we have some 'history' in our GPO set, but we have not yet found anything obvious which is denying the devices to connect to new networks.

We are running out of ideas to debug the whole thing, as there we found no error messages in the logs. So everything that might help is welcome!

Hello there,

Do you have Radius Server, and NAP policies, or certificate based authentication for your domain?

Do you have log on or log off script? If so you can start troubleshooting by looking into these scripts.

Check the GPO security filtering settings and WMI filtering. Chekc the GPO permissions delegation tab. Check the event viewer group policy section at the client side. Generate and review the GPO client and server logs for further troubleshooting.
