When it comes to your hotmail account not being eligible for an Azure Free subscription, I was able to find a 3rd party link that discusses your exact issue. Prior to following these steps, please make sure that your hotmail account has never tried or paid for an Azure free account before. For more info see below

Below are some work arounds from the article that you can try to fix this issue:
- First, make sure the following information provided by you is correct
- Check all the field values or information that you provided for your Azure account profile like contact email address, street address, and telephone number, etc are correct.
- Make sure you have entered the correct information for your credit card.
- Make sure any of your existing Microsoft accounts should not be using the same information.
If the issue persists, try the below work around:
- Clearing all the browser history, clear the cache of your browser.
- Try the same steps with the help of another browser.
- Use the incognito window for your browser and try the same process again.
- Try to use a different credit card that you have not used before to sign-up for the subscription.
