Welcome to Microsoft Q&A forum. When did this error appear and where did you download Android SDK? Did this error appear after you clicked some options/buttons in Visual Studio? Did you download it from Visual Studio Installer or download it separately? If you downloaded it from website, could you share us the link to check?
Since the error message says network is not reachable, could you please try to connect to another network and test again? Besides, can you confirm that there are no limits on your machine/network/account… which may block you from downloading Android SDK?
