How can i deny access to azure portal services an indivual but leave access granted to office 365 as my AD Seems to be connected.

My scenario is i would like to developers to only access office 365 but are unable to access azure services or even deploy services .This is because we want to control who deploys and runs tests via the ci/cd pipelines.

When you say deny access to Azure Portal Services do you mean Portal.azure.com? AAD Portal? Yes you are correct AAD and O365 are related as in the background AAD Is used to manage identities for O365.
To carry out this access restrictions you can configure the settings in AAD Portal and follow this article with step by step guidelines.restrict-access-azure
