How to assign Users Microsoft 365 Apps like outlook, word, excel using the Window Server ?

I have Window Server and so many users, but to communicate with email I need to give them outlook email and Microsoft licenses, how to do that?

Do you have Office license for installing and activating?
If yes, you need to deploy the Office application, please refer to this support article about how to deploy Office:
