Developer Account Subscription Issue

I'm trying to create a new developer account and add its subscription. When validating the associated phone number, it reports that another developer account is using the number. It must be a previous Dev account that I used, but I'm unsure what the credentials are to remove the number. How do I determine the account and make the corrections to proceed with this new account?
