How to edit downloaded file

I used a template from Avery to create Christmas labels. It was saved to my desktop as a PDF file (Drive C;/Users/Family5/Downloads) and some of the addresses need to be updated. When I open the file, the option to edit is grayed out and I cannot make changes. What do I need to do to be able to edit the addresses in the file?
