Locked out of Dev tenant

Hi all
I created a new Dev tenant for M365 and went ahead and created a new Conditional Access policy that would require for Administrative roles to provide "Phish resistant MFA".

The problem is however that, at that time, no admin had any such tokens registered. The net effect: I'm locked out of the tenant. I have tried to not use the tenant for 3 months with the hopes that both the tenant name and the recovery credentials would be erased, but to no avail. In other words, I am now in a situation where I cannot create a new Dev tenant because my recovery phone for the locked out tenant is blocking that.

Anyone knowing how to get a solution to this? Can Microsoft wipe a Dev tenant with its associated accounts and recovery items?
