We are migrating a 64 core postgres sql server to azure. what are the best practices/checklist and limitations . Is there decision tree matrix to decide between postgres flex server and cosmos db for postgres sql. Version 13

It is amazon rds postgres sql - 64 vcpu , 256 gb memory and version 13
