Windows server 2019 access denied issue on C drive

Not able to give full permission in server 2019 C drive already logged in admin account and don't have another account

Altering C:\Program Files permissions could break the operating system. What's the end goal here?

I am suffering in iis 10 issue no anyother user in server only admin user is there still when i am going to complete certi request access denied issue.
