Not able to connect a certification profile to Learn

I followed below mentioned steps still not able to connect certificate profile.

Steps:
Go to the Microsoft Certification Support forum.
Click on "Ask a Question" at the top of the page.
Submit a request to change the personal account (MSA) associated with your Certification profile.
An agent will engage you in a Private Messaging session to verify your personal information.
Once your request has been processed, log into Learn using the personal account (MSA) associated with your Learn profile.
Visit Connect a certification profile to Learn to complete the profile connection process.
