Restarting with complete turn off

Recently I find out that when I want to restart my hp 4520s Win 10 Laptop , it goes at first completely off and after 3-4 seconds it turns automatically on again and loads Windows normally. Earlier it Restarted without a complete turn off. Should I change a Setting in Windows or BIOS ?

    May need to ask HP or in their forums about the expected restart behavior.

    See if turning off Windows fast startup makes any difference:

    I shall suggest you go for clean boot or check the issue in Safe mode.
