Project Admin no longer with company

Question

Hoping for some assistance with our Azure DevOps account. Our project admin is no longer with the company and is not being cooperative in transferring ownership to an existing user and we are not able to assign admin access to existing users or able to create new users as the button is greyed out. Anyone have any suggestions on how to regain our account?
