Is it possible to have a quick link at the top of a communication site only viewable to certain users?

(Working with SharePoint Server 2019 On-Prim)

My goal is to have a list containing around 300 users accessible quickly from the home page but only viewable to users with the correct permissions or within a specific group. Could someone please advise what would be the best way to go about achieving this. Screenshots appreciated if possible.

1.Do you mean that you want to show a list here without been viewable by everyone?

If so, just create a new list and show it in navigation. Then grant permission for the specific users. The other users who do not have permission would not see it in navigation.

2.Or if you want to show the list in the homepage?

If so, you just need to add a list web part, select the right list you want to display, then it will be shown in homepage. Users who do not have permission will not see it too.
