Automation schedule creation has a bug in the Azure Portal

When I try to create a new Schedule in the Azure portal under Automation, I fill out the New Schedule form and put in my desired time. The moment I click out of the desired time, the field resets back to the current time. This is a UI bug. It happens in Chrome, Firefox and Edge. If I leave my mouse in the time field with the correct time that I have specified and click the Create button, the time switches to the current time and saves the schedule with the current time, not the time I typed into the time field.

It appears that if I put a time in without a space between the time and the AM/PM indicator and leave the field with tab, it reverts the field back to the previous value in the field. There should either be a picker to allow one to choose the time value correctly or some sort of indicator on the page as to the exact format the the time will accept.

The time field starts out with the current time value. Let's say for me right not it is "8:27 AM". If I put into the field "8:45AM" and hit the tab field, it immediately switches back to "8:27 AM". This is really irritating and lazy programming. If the portal isn't going to provide some kind of picker control that allows the user to select the time in the exact format that the page is looking for, then the page should have some sort of indication to the user what the exact format should be when they free form enter a value.
