Active directory sub domains and group policy

Hi, we've created several sub-domains (political reasons, OUs would work fine but we're not allowed). When we try to create domain GPOs for this sub-domain, we don't seem to have the option to do it. My first thought was that the sub-domain might need to become a root domain, but before we go about this, I wanted to ask about why we don't have the option to simply create GPOs in the sub-domain.
