VM not booting

Hi All

i have two servers hosted on Azure, one is Windows Server 2019 and other is Windows Server 2016. On both servers same application is installed. both the servers are not coming up.
i have created a rescue VM in Azure and loaded the SYSTEM hive under d\windows\system32\config and it is 2 GB for both the servers. I believe server is unable to boot because of large system file. Is there a way to compress this file.
