I need to acquire a Server2019 license as I have a need for backwards compatibility for 2012R2. Is this something even offered anymore?

There are third party sellers but be careful. You cn also buy Server 2022 from any microsoft reseller and request a downgrade product key from them.

@Chris Kimball Adding to what DSPatrick has already said.
The normal way to handle this is to purchase Windows Server license through volume license program via Microsoft authorized reseller. After purchase you log on to Volume License Service Center (VLSC) website and then download .iso plus keys for older version so you can install and activate it. If you have problems you can contact them by phone using number on page below:

The catch is, I'm unsure if they will include download link for Server 2012 R2 .iso/keys for new agreement since 2012 R2 is several versions back. If they don't, what you could do is obtain the CD/DVD or volume .iso from a different source (e.g. Visual Studio subscriber downloads) and use that to install 2012 R2 and/or call the number above and ask them to make 2012 R2 available to you in your VLSC account.
The Product Terms allows you to use media legally obtained through other means to use when exercising your downgrade rights.
EXTRA NOTE: I recommend getting Software Assurance on the license.
