    Hi

I am sorry that your requirement is not possible in Exchange, I think you could seek the help of developers who may be able to help you design the popup message you need.

    Hi @Glenn Maxwell ,
Do you want to enable MailTips for your users? (Outlook for windows and Mac users see the message "The following recipient is outside your organization" when sending emails to external users.) If I have misunderstood you, I apologize and ask you to correct me.
The MailTip informs the sender that the message will leave the organization. By default, this MailTip is turned off. You can turn it on using the Set-OrganizationConfig cmdlet.
You could refer to MailTips in Exchange Online

To enable MailTips in outlook, you could refer to: Outlook MailTips Options
In the new version of Outlook for Mac, you could also enable Mail Tips: The new Outlook for Mac

You can create an exception for a domain by declaring it as an "internal" domain:

    New-RemoteDomain -DomainName *.contoso.com -Name Contoso
    Set-RemoteDomain -Identity Contoso -IsInternal $true

The mail tip will not show for this domain.

May be i am not following the above article correctly.

My users already see this message when they send email to external users, is there any other way to setup some kind of pop up messages to the users before
they send email to external users notifying that the recipient is external. i am only looking for external emails.
