Why does Extractcontent.exe fail with error 0x8007051b on my distribution point (SCCM)?

I have prestaged some content on one of my distribution points (server 2016), but every time I try to run extractcontent (elevated), it uncompresses the files and then stops.

When i check PrestageContent.log it shows me the following error:

Trying to google the error code (0x8007051b) gives very few results, and no results related to SCCM.

Does anyone know what might cause this error and how to potentially fix it? I can't use prestaged content on any of my low-bandwidth DPs because of this.

    0x8007051b means This security ID may not be assigned as the owner of this object.
    When you run extractcontent, make sure the user that runs the tool must have Administrator rights on the server where you extract the content.

    Also, we may check below things:

    1. The DP is configured as prestaged distribution points.
    2. Remote Differential Compression is installed on the DP.
    3. When you prestage content for an object with a long package source path, the Extract Content command-line tool might fail. A long package source path is more than 140 characters.
