Publish Blazor Svr App to Free Azure App Service Web working in VS 2022 but not working in VS 2022 Preview! Is this a bug in the Preview?

I used to be able to use VS Preview and publish my linux or windows Blazor Server "Hello world" to Azure App Service and the nice GUI that would allow me to select an existing resource group (and plan, I think).
I can still do this except I can no longer select the free app service plan any more and must select the S1 sku. Is this a bug?
I realize we are limited to one free web app deployment and I have taken care to delete the previous one. However, this does not help with VS 2022 Preview.

2023-01-08T01:08:04.52+00:00 Shucks... I was able reproduce it repeatedly a couple of days ago but most recently I cannot produce the problem. I will try again in the next couple of days.
Did I mention that when this was not working with VS 2022 Preview it was working fine with VS2022? I could also publish using github YAML script generated by VS 2022.
