Unable to create cosmosdb in westus region using ARM template

I am trying to deploy cosmosdb from pipeline using ARM template unable to do so, but it is getting deployed while doing a custom deployment using the same arm template.

I understand you are facing an issue while deploying cosmos DB using the ARM template from the pipeline.
To repro, the issue can you please share the steps you have followed and which API you have used?

Can you first check the command line values you are passing by replacing with sting literals. If that fails please post the ARM template and parameters file, feel free to redact the account name and any other PII or sensitive data.
