I've been using VS 2019 and 2017 with no issues until a few days ago, and there were no issues with dialog editing.
But today suddenly to fix the dialog in VS 2019 and 2017
When I try to open a resource file, the following message appears.
"rcxdti.dll is required to compile DESIGNINFO resources."
I would like to resolve this issue.

I had this problem once, I recreated project and it didn't recur. Do you consider recreating the project?
The same issue reported here https://developercommunity.visualstudio.com/t/rcxdtidll-is-required-to-compile-designinfo-resour/740412 was resolved by repairing the visual studio installation.
I reinstalled vs but it didn't solve the problem.
