In our department, we have a multi-VM setup in an Azure proximity placement group in the Netherlands. We also have other departments working with 3rd party consultants to set up their own Azure fileserver, but this company aren't involved with our department. My question is whether we can get them to set up their Azure assets in our existing Proximity Placement Group? Or is that contract/company/organisation specific?

You would need to be using the same Azure subscription first of all as the proximity placement group is a resource of its own which you can specify when performing your VM deployments. This would not be available across other tenants or Azure subscriptions so it would not be possible for another organisation to use it unless they are deploying to the same Azure subscription.
