In our department, we have a multi-VM setup in an Azure proximity placement group in the Netherlands. We also have other departments working with 3rd party consultants to set up their own Azure fileserver, but this company aren't involved with our department. My question is whether we can get them to set up their Azure assets in our existing Proximity Placement Group? Or is that contract/company/organisation specific?

You would need to be using the same Azure subscription first of all as the proximity placement group is a resource of its own which you can specify when performing your VM deployments. Okay thanks for clarifying. So can multiple organisations be included in the same subscription? Or is that as it sounds, a monetary subscription to one company?

They could technically share the same subscription but one would be responsible for paying the bill so if both were deploying resources it would get very messy and there would be questions over access control and governance.

At a basic level, a tenant is an instance of Azure AD so your identity management directory for all the organisation's Microsoft Cloud services. Subscriptions (including Azure) are the services that you subscribe to for the organisation - https://learn.microsoft.com/en-us/microsoft-365/enterprise/subscriptions-licenses-accounts-and-tenants-for-microsoft-cloud-offerings?view=o365-worldwide

PPG is a particular service feature within an Azure subscription so confined to use within that organisation and subscription. You can provide external users with access to it for support etc but in this case they would not be able to deploy VMs to it unless they were deploying to that same Azure subscription.
